Site preparation is the work between an empty or occupied piece of ground and a site a builder can start on. In practice it is a combination of clearing, excavation and grading, sequenced around someone else's schedule.

The useful distinction is between removing obstacles from a property and preparing a specific building footprint. They overlap, but they are agreed differently and they finish differently.
